Operation Silent Vector I

Launched to Unmask Cybercriminals Behind Global Threats

Crime Stoppers International, in partnership with Fortinet, has launched Operation Silent Vector I, the first operation under the global CyberCrime Bounty Program.

Unmask the Dark is the mission behind Operation Silent Vector — identifying the individuals and groups operating behind cybercrime and bringing greater accountability to the people responsible for digital attacks.

Unlike traditional cybersecurity initiatives that focus on vulnerabilities, malware, or infrastructure, Operation Silent Vector targets the human element of cybercrime: the actors, aliases, and criminal networks driving global cyber threats.

Through secure and anonymous reporting, the CyberCrime Bounty Program seeks actionable intelligence about specific cybercriminal targets. Information that helps law enforcement identify offenders, disrupt criminal activity, and support successful investigations may be eligible for a financial reward.

The launch of Operation Silent Vector I marks a new chapter in the fight against cybercrime, applying the proven Crime Stoppers model of community intelligence and anonymous reporting to the digital world.

Together with the public, cybersecurity community, and law enforcement partners worldwide, Operation Silent Vector aims to:

New Specialist Advisor appointed

CSI is thrilled to announce that Danny Chan, Senior Security Leader for Mastercard Asia Pacific, has joined our Specialist Advisory Panel.

CSI Strategic Plan 2026-2029

The CSI Board of Directors has approved the organization’s three-year (2026-2029) Strategic Plan.

Titled, No Light Between The Shields, the Plan is ambitious and represents an exciting evolution of the Crime Stoppers reporting model to ensure we remain more relevant than ever to law enforcement, while remaining true to our fundamental principles. These include anonymity is sacrosanct; Crime Stoppers programs are the lifeblood of a strong network and CSI will continue working to support and enhance their operations; and because transnational organized crime knows no borders, CSI links international law enforcement agencies, major corporations, international logistics and transport operators and many, many more entities to disrupt organized criminal networks in a collaborative and coordinated manner.

Over the next three years, CSI will evolve from a global anonymous tip-reporting network into a Global Intelligence Fusion Centre, combining anonymous tips from citizens with open-source intelligence, professional analysis, investigative expertise and secure technology to identify crime trends, risks and opportunities for crime prevention and disruption.

The intelligence products we develop will be ethical, de-identified and actionable. They will be designed to support trusted partners while ensuring the identity of anyone who provides information is never exposed.

5th Annual FinCrime Leaders Summit SE Asia – Singapore

Crime Stoppers International receives invitations to actively contribute to many forums and, while we’d love to be able to participate in them all, sometimes our resources get stretched too thin.

This was the case for the 5th Annual FinCrime Leaders Summit Southeast Asia – a leading forum for senior professionals in banking, fintech, regulatory bodies, and compliance teams. With financial crime evolving alongside rapid digital transformation, CSI knows just how critical it is to collaborate, exchange innovate ideas, and explore a holistic approach to addressing emerging threats and the growing complexities of financial crime in an increasingly digital world.

So, we are very grateful to Scott Flower PhD for stepping in for our CEO Hayley van Loon. Scott’s experience at Bank of America, his leading of FS-ISAC’s threat intelligence capability across the Asia-Pacific, and his background across government, academia and critical infrastructure protection meant he was the ideal person to advocate that cyber awareness should be about driving measurable behavioural, cultural and organizational change.

P3 Global Intel / Navigate360 – reported data breach

Crime Stoppers International became aware in March 2026 of a data breach affecting P3 Global Intel, a third-party platform owned by Navigate360. We acted immediately – informing our entire Board of Directors that is made up of representatives from our Member regions and standing up an Incident Management Team to determine what impact, if any, the breach could have on CSI.

Because this issue remains a concern to media outlets, law enforcement agencies, and citizens who have used the P3 platform to submit anonymous tips, we wish to clearly state: CSI does NOT use the P3 platform, and our systems are NOT involved.

Crime Stoppers programs operate independently in their own jurisdictions, and questions about their reporting platforms are best directed to the programs and providers concerned.

For us, the promise of anonymity that Crime Stoppers has made for over fifty years remains paramount and is unchanged.
